Opening: Norwegian Ambassador Ståle Torstein Risa – opening address

As part of the opening address the Norwegian Ambassador, Ståle Torstein Risa, calls for strengthened combined efforts between COP15 and COP16 to advance climate change reduction and not to lose momentum.  He commends the Vietnamese government on their efforts int he field of PES and proposes the establishment of a transparent, equitable and fair efforts to etablish PES systems globally.

Opening: Forest Trends President Michael Jenkins heralds Vietnam as PES leader

Forest Trends President Michael Jenkins closed the opening session with a call for stronger representation in the development of REDD from local communities.  In his speech he acknowledges Vietnam as being a regional and global leader in the development of legislation.

Michael goes on to outline the purpose of this Katoomba meeting: to share information and experience and to provide a promotional platform for the range of pilot and demonstration projects underway in the region.

Opening: Deputy PM of Vietnam opens Katoomba XVII

Vietnam’s Deputy Prime Minister Nguyen Thien Nhan makes the welcome address to open Katoomba XVII.  In his speech the Deputy PM outlines the current legislative state of play and explains current moves to put a national policy framework in place.

Video Panel: the UN REDD team

Apologies for the high level of background noise.  We couldn’t resist shooting the interview on the 20th floor of the Sofitel in Hanoi…  The views, as you will see, are fantastic (and it’s open access so if you are attending Katoomba go grab a drink there!).

Here the UN REDD team, Elspeth, Nina and Tim, outline the UN REDD programme – in particular it’s work to develop a framework for the implementation of FPIC, Free, Prior and Informed Consent into REDD.

The three day workshop was challenging at times but ultimately rewarding in that progress was made in the development of guidelines for the FPIC within REDD.

Katoomba conference website is open for contributions…

This week the seventeenth Katoomba conference hits Hanoi, Vietnam – on Wednesday 23rd and Thursday 24th June.

As a word of explanation this website is dedicated to making the event available to all.  Whether you are attending or not there are a number of ways you can engage with our on-line presence:

You can view all content here -  at http://live.katoombagroup.org.  All sessions will have video, audio and written resources added live during the event and will be available to access after the event.  You can navigate the video and other content using the schedule button on the left.  Content will be uploaded throughout the event.

Video Blog: Josh Kempinski, FFI’s REDD coordinator based in Hanoi

With more Katoomba staff arriving in Hanoi for the seventeenth Katoomba conference we are now able to move from Skype interviews to face to face video interviews.  First up is Josh Kempinski from Fauna and Flora International.

here we get ten minutes with Josh to discuss the work of FFI in the fields of PES and REDD, specifically in Vietnam.  We also briefly cover their ground breaking work in Aceh, Indonesia, and talk a little about what Josh and FFI hope to get out of Katoomba which is, quite literally, on their doorstep. Their office is just across the road from the conference venue!

Speaker Biography: Virginia Palmer, Deputy Chief of Mission, U.S. Embassy Hanoi, Vietnam

Virginia Palmer is a career member of the Senior Foreign Service. She began her duties as Deputy Chief of Mission in Hanoi in August 2008. She was the Deputy Coordinator for Counterterrorism from September 2005 to May 2008. Prior to that, she was the Director of the East Asia Bureau’s Office of Economic Policy. She was Economic Counselor at the U.S. Embassy in Nairobi, Kenya. Previous tours include Beijing, Hong Kong, Harare, Calgary, the Office of Maghreb Affairs, and the Operations Center in the State Department. She has an M.A. from the University of Virginia and a B.S.F.S. from Georgetown University. She speaks Chinese and French. Virginia and her husband, Ismail Asmal, also a Foreign Service Officer, have two daughters.
